This guide explains the construction industry reporting procedure in Netvisor.
Open the function by selecting Financial management > Obligations > Construction industry reports. Netvisor supports the construction industry reporting procedure, and the changes made by the Tax Administration to the information to be reported and the reporting deadlines have been implemented in Netvisor at the beginning of 2020. Netvisor uses a site-specific reporting method for reports.
Before using the function, make sure of the following:
- The company has Netvisor's accounts payable in use.
- For managing sites and contracts, the user has editing rights to the basic functions of the accounts payable.
- For reporting hourly information, the Salaries service is activated.
- The user has accountant rights to send reports.

Implement, enable, activate, start using
Open the view by selecting Financial management > Obligations > Construction industry reports.
- Select Activate service.
- Go to the settings homepage.
Proceed as follows:
- Check that the identifier information of the data provider is automatically retrieved from the company's basic information.
- Select Edit information and fill in the contact person's information.
- Open the settings and enable the option Show site selection on purchase invoice accounting line so that purchase invoices can be linked to contracts.
Creating a site and contract
Open the view by selecting Sites > Create new site.
- Select Sites > Create new site and create the site.
Create contracts under the site as follows:
- Open the site information.
- Go to the bottom of the page.
- Select Add new contract.
- Save the contract information so that it can be selected on the purchase invoice.
Allocating accounting lines and hourly information to contracts
Allocate accounting lines to contracts as follows:
- Make sure that the contracts have been created and the site selection has been set to visible on the settings page.
- Open the purchase invoice.
- Go to the accounting lines.
- Select the contract information on the accounting line from the magnifying glass icon under the Contract heading.
Note the user rights and accounting status:
- The function works like calculation targets.
- Setting a contract requires at least editing rights to:
- basic functions of the Accounts payable
- Accounts payable views and lists
- If the purchase invoice is already accounted, adding a contract requires accountant rights for such a purchase invoice.
Allocate hourly information to contracts as follows:
- Make sure that the company has the Salaries service in use.
- Activate the site information so that a new column Contract appears in the employee's time entry view.
- Allocate hourly information to contracts in the same way as accounting lines on purchase invoices.
Get working hours reports by site and by contract as follows:
- Select Working hours > Working hours reports.
- Select the report type by site or by contract.
The working hours report by site includes:
- Hours recorded by employees for the site
- Total hours for the site
The working hours report by contract includes:
- Hours recorded by employees for the contract by contract/site total
From the working hours reports (Working hours > Working hours reports), you can get working hours reports by site and by contract.
Working hours report by site: hours recorded by employees for the site and total hours for the site.
Working hours report by contract: hours recorded by employees for the contract by contract/site total.
Reporting information
Open the reporting view by selecting Construction industry reports > Reporting. Reporting requires the accountant KP role.
Report purchase invoice information to the tax authorities as follows:
- Make sure that the purchase invoices use the VAT code RAOS, so that the tax amount is recorded in the VAT receivable and payable accounts.
- Report the tax-free amount of purchase invoices to the tax authorities through this view.
Note employee information:
- There is no direct reporting support for employee information.
- In the role of main contractor or client, make the employee information reports directly through the tax authorities' ilmoitin.fi service.
Report information from the Site information management homepage as follows:
- Open the Site information management homepage.
- Review the list of unreported sites and months.
- Select the sites and months to be reported.
- To send several reports, select Make basic report from selected.
- If you want to report the information of one site, select Make basic report from the dropdown menu behind the site.
Note zero reports:
- A zero report cannot be sent to the tax authorities unless it is the first reportable month of the site.
Check and edit the information to be reported as follows:
- Once you have selected the sites and months to be reported, move to the review view.
- Check the information.
- Edit the information if necessary before sending.
Send the basic report to the tax authorities as follows:
- Make sure that the Tax Administration certificate is valid.
- Select Send basic report.
- Wait for a notification of successful sending or a request to correct incorrect information.
Note the transfer of reports to the tax authorities:
- There may be delays in the visibility of reports at the tax authorities due to the transfer times of reports through different reporting channels.
Download and send the material yourself as follows:
- Select Download ready-to-send material if you want to send the information yourself or use another program.
- Download the material for yourself.
- Send the material, for example, through OmaVero or the ilmoitin.fi service.
Note late reports and the effect of downloading:
- Late construction reports cannot be sent from Netvisor, but they must be sent from OmaVero by first downloading the material for yourself.
- Note! If you download the material, you can no longer send the report through Netvisor to the tax authorities, but it must be sent directly from OmaVero, for example.
Handle the reporting of employee information as follows:
- Retrieve employee information as a report for the target month from the time entry report view (the working hours report reviewed earlier).
- Export the report to Excel so that it is easy to edit and forward.
- If you are in the role of main contractor or client, report the information through the ilmoitin.fi service.
If there is separate access control organized by the client at the site, proceed as follows:
- Open the site settings.
- Select Do not report site personal information.
- Save the settings so that the site employee information is excluded from the generated reports and reports.
Send the last report and end the contract as follows:
- Send the last report from Netvisor as a normal basic report.
- Make sure that the site and contract are in the status Active when the last report is sent.
- Once the last report is sent, set the contract to the status Ended in Netvisor.
Note that no separate termination report is made.
Make a deletion report according to the Tax Administration's instructions as follows:
- Open the site information.
- Go to Site condensed report history.
- Find the desired period and open the menu in the last column.
- Select to make a deletion report.
Note about the deletion report:
- The deletion report only deletes previously sent material from the tax authorities.
- The deletion report does not delete any material from Netvisor.
- The deletion report must be made through the same channel as the original report:
- If the original report was made from Netvisor, the deletion report must also be made from Netvisor.
Note the limitations for deletion and correction reports:
- If you send a deletion report, a correction report or a new basic report cannot be made if the specific time window given by the tax authorities for these is not open.
Correction report
Make a correction report if changes have been made to the site or contract information after sending the basic report.
Proceed as follows:
- Open the view where the Notable reports tab is visible.
- Check from the list the sites for which changes have been made (for example, the amount reported to the tax authorities has been changed).
- Check the correctness of the change.
- Select the sending of the correction report from the menu in the last column.
Note when sending a correction report:
- You can still change the information before the actual sending.
- The same reporting channel must be used for correcting or deleting information as in the original material.
Historical data
View completed sites as follows:
- Open the Sites tab.
- Select the site status as Ended.
View already given site reports as follows:
- Drill down into the site information.
- Go to Site condensed report history.
- Select Show material from the dropdown menu behind the individual period.
Stopping the use of the reporting service
Note about stopping the use of the reporting service:
- Once activated, the reporting service cannot be removed from use.
- The service is not charged separately, so there is no billing for it.
If you do not use the service, proceed as follows:
- Open the connection settings.
- Remove the selection Show site selection on purchase invoice accounting line.
- Save the settings so that the information does not appear unnecessarily on the purchase invoice and does not interfere with the use of the accounts payable.
Report sending fails
If sending the construction industry report fails, the system will notify the user of this in the sending view:
If the following notice appears in the inspection result "Error in identifier: Business ID or personal identity code is missing or incorrect", proceed as follows:
- Check the vendor's Business id.
- Make sure that there are no spaces before or after the number series in the Business id field on the vendor card.
- Go to the vendor card by selecting Purchases > Vendors > Vendor listing and edit the Business id if necessary.
If it is the first report for the contract and no purchases have been recorded for the contract yet, note the following:
- The first report will remain in error due to missing information.
- Download the report from the Settings tab.
- Send the report manually using the ilmoitin.fi service.
Note the Tax Administration's instructions:
- The construction industry report is given when the contract starts or the first advance payment is received.
- From then on, the report is only given if there are reportable purchases, i.e., euros appear on the report.
If there is an advance payment (purchase invoice before the contract start date) for the contract, proceed as follows:
- For the advance payment to be included in the report, the advance payment (purchase invoice entry date) must be in the same month as the contract start date.
- If the advance payment entry date is in a different month than the contract start date, the advance payment is considered in the "Purchases accumulated total" field, but it does not automatically appear on the first basic report.
FAQ
Why can't I select a site for the purchase invoice?
Contract information appears on the purchase invoice. Create contracts for the site so that the information can be selected for the purchase invoice.
Why can't I send a zero report to the tax authorities?
A change has been made to the program at the request of the tax authorities. From 2.3.2023 onwards, sending a zero report will not be possible unless it is the first month to be sent for the site.
